Vice-President of the European Court of Human Rights
Jean-Paul Costa (1941-) studied at the Institute of Political Studies of Paris. He subsequently obtained a post-graduate diploma from the Law Faculty in Paris. From 1964 to 1966 he attended the National School of Administration and in June 1966 he was appointed auditeur at the Conseil d'Etat. From 1973-77 he was the Deputy Director General of the Intergovernmental Bureau for Informatics and between 1981 and 1984 he was head of the private office of the Minister of Education. From 1985-86 Mr. Costa chaired the French delegation during the negotiations for the Treaty between France and the United Kingdom for the channel fixed link. From 1989 to 1993 he was Assessor of a Chamber in the Judicial Division of the Conseil d'Etat and from 1993-98 he was the President of a Chamber. Mr. Costa has been a Judge of the European Court of Human Rights since 1 November 1998. On 27 March 2000 he was elected President of Section III by the European Court of Human Rights. He now serves as the Vice-President of the Court and President of Section II, and is a member of the Grand Chamber. Mr. Costa was recently elected to the Honorary Bench by the Masters of the Bench of the Inner Temple (Times of London, May 30, 2002).
